According to the U.S. Centers for Disease Control and Prevention (CDC), “the U.S. supply of COVID-19 vaccine is expected to be limited at first, CDC is providing recommendations to federal, state, and local governments about who should be vaccinated first.”1 The agency has says that these recommendations were made with the following goals in mind:
Decrease death and serious disease as much as possible.
Preserve functioning of society.
Reduce the extra burden COVID-19 is having on people already facing disparities.
However, some states elected not to follow these recommendations with some claiming a “top priority…to vaccinate Texas residents age 65 and older as well as individuals with serious pre-existing conditions [first], following frontline health workers.”2 This state claims this policy was enacted in an effort to protect those most vulnerable rather than those that are preserving the function of society as the CDC recommended.

Keep in mind that almost 40% of deaths have been in long-term care facilities (nursing homes),3 and those who are over the age of 65 have a more than 90 times higher chance of death than those 18-29 years old.4 There are also cases of socioeconomic disparity in the populations receiving the vaccine and those who are dying from the disease.
