   7. Outbreak detection (including investigations and diagnostic testing considerations)
   8. Criteria to declare outbreak over
2. Outbreak response
   1. Probable causal factors that must be considered
   2. Principles of outbreak response (i.e. what do you need to achieve?)
   3. Proposed interventions with explanation of their purpose (i.e. how and why will the intervention help to resolve the outbreak?)
3. Outbreak Management Team (OMT)
   1. Membership of OMT
   2. Roles and responsibilities of the OMT and its members (i.e. what does the OMT do and who does what within the OMT?)
4. Key stakeholders (organisations and individuals) (minimum of 3)
   1. Describe their roles, responsibilities and accountabilities (outputs of a stakeholder analysis)
5. Communication plan
   1. Describe the communication needs for each stakeholder (use your stakeholder analysis) using the following headings:
      • Communication objectives (purpose of communication)
      • Key messages (what information/action)
      • Mode of delivery (how to communicate – newspapers, mainstream media etc)
      • Spokesperson(s) (who needs to communicate, i.e. Director General of Health? Medical expert etc)
